B&I Director Dr. Kristopher Sanchez Reconstitutes Common-Interest Community Task Force, Appoints New Members

November 7, 2025

Las Vegas, NV- Nevada Department of Business and Industry Director Dr. Kristopher Sanchez will reconvene the Common-Interest Community (CIC) Task Force, originally established under Senate Bill 392 during the 2019 Nevada Legislative Session.

Under SB 392, the Director of the Department of Business and Industry may establish a task force “to study issues of concern to common-interest communities in this State and, if appropriate, to recommend the enactment of legislation or adoption of regulations that would be beneficial to common-interest communities.”

Since taking office, Director Sanchez has met with numerous stakeholders with concerns about homeowner association (HOA) matters. The statutorily authorized CIC Task Force will serve as the official body to review many of these concerns, provide a voice to stakeholders, and identify opportunities for improvement. The review also fits within the department’s larger effort to identify specific policy objectives to potentially develop into legislative proposals for the 2027 Legislative Session.

“My goal is to make government more accessible and responsive to the needs of Nevadans,” said Director Sanchez. “By re-engaging this task force, we’re creating a forum for dialogue, collaboration, and meaningful recommendations that can lead to more effective oversight and management of Nevada’s common-interest communities.”

The task force membership has been expanded beyond the statutory requirement to ensure that all stakeholder voices are represented, including industry professionals, homeowner advocates, and regulatory experts. Members of the public are encouraged to participate and provide input during the public comment portion of each meeting.

The task force will operate for a limited duration, focusing on efficiently identifying key areas where legislative or regulatory action may be needed in advance of the upcoming 2027 Legislative Session.

The task force is chaired by Director Sanchez and includes the following appointed members:

  • Donna Zanetti
  • Michael Buckley
  • Jason Hoorn
  • Heidi Kasama
  • David Varon
  • Doug Flowers
  • Garrett D. Gordon
  • Christal Park Keegan
  • Mark Leon
  • Phil W. Su
  • Sonya Meriweather, CICCH Ombudsman
  • Sharath Chandra, Nevada Real Estate Division Administrator

The first meeting of the CIC Task Force will take place in December 2025. A notice of meeting and agenda will be posted to the Department’s website in advance of the meeting.
